Responsible for administering and providing advisory services on the Federal employee retirement benefits program.
Serves as the technical expert on benefits issues, retirement benefits issues, health benefits issues, and insurance coverage options.
Represents the VBA Retirement Assistance Center in external matters both in the public and private sector on benefits programs, including making presentations at retirement and benefits seminars.
Provides individual employee counseling on retirement options, eligibility requirements, health and life insurance, and Thrift Savings Plan issues.
Handles the most difficult and complex cases such as death and disability retirements involving sensitive and controversial problems.
Interprets and prepares informative material for employees on new, changed, and pending policy, and outlines impact on existing retirement benefits program entitlements for management.
Develops VBA guidance material on the implementation of methods and procedures for retirement program operations involving areas that require new or substantially modified work methods and procedures because of operational problems or deficiencies.
Analyzes operational effects of changes in law or regulations, identifies and clarifies problems and issues, and proposes fully researched departmental implementation actions. This is a Non Bargaining Unit Position.

Time-in-Grade: Applicants who are current or former Federal employees and have held a GS grade any time in the past 52 weeks must meet time-in-grade requirements.

Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization.
GS-11: One year of specialized experience equivalent to the GS-09 level.
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of a Human Resources Specialist (Employee Benefits), and that is typically in or related to the work of the position to be filled. Specialized experience consists of experience gained in positions where federal personnel practices and guidelines are applied when advising on or performing duties associated with federal employee benefits and retirement programs. Such experience must demonstrate an in-depth knowledge of Title 5 and supplementary government personnel regulations and guidance to include Federal employee retirement, group life insurance, health benefits, and the Thrift Savings Plan program.

GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Physical Requirements: The Human Resources Specialist work is mostly sedentary. However, there will be occasional lifting, carrying reports, and walking to various areas of the office.

KSA 1 - Knowledge of personnel methods, regulations, and concepts of CSRS and FERS to counsel employees and managers in all aspects of the retirement programs (death benefits, retirement options, military service deposits, etc.)
KSA 2 - Knowledge of laws, regulations, Executive Orders, HR policies and procedures, court decisions, and issues as they pertain to the federal employee benefits program.
KSA 3 - Ability to communicate orally with people, both clients and peers, from a variety of backgrounds in order to secure cooperation and support and to respond to changing needs.
KSA 4 - Ability to communicate in writing with people from a variety of backgrounds in order to effectively present findings and advisory opinions and make clear and concise recommendations.
KSA 5 - Ability to establish priorities and to adjust and respond to changing issues, requirements, and situations.
