Serves as a point-of-contact for all questions from existing staff regarding software applications, databases, and functions. Performs long term planning, establishes annual training programs and reviews and evaluates training development and evaluates contracting staff. Develops expert knowledge in eCMS, FPDS, PPIRS, IFCAP, as well as future acquisition related applications. Performs long-term planning,establishes annual training programs, and reviews and evaluates training development. Ensures operations of an effective system of internal controls by periodically reviewing internal control measures and initiating needed revisions. Formulates, coordinates, and secures approval for complex and controversial training products. Performs other duties assigned.

GS-11: Must have one year of specialized experience equivalent to at least the GS-09 level of federal service. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. Examples of specialized experience includes: Knowledge and experience applying pertinent laws, regulations, policies and precedents that affect the use of program and related support resources (i.e. people, acquisition software applications, IT equipment). Experience working acquisition projects and studies with major issues, program goals and objectives, work processes, and administrative operations.Experience providing assistance in the management of all program resources, including budget preparation, human resources, & the acquisition of internal supplies and equipment. Experienceworking with databases to extract information and create reports. Experience working with acquisition software applications used to create contracts, enter purchase orders, report contract awards, and mine for data with any Federal or non-Federal entity. Experienceproviding training and oversight in the use of applications software that includes step by step instructions in the use of various applications and monitored use of various software applications.
You will be rated on the following competencies based on your application for this position:
Competency 1 - Knowledge of acquisition software applications used to create government contracts, enter purchase orders, report contract awards, and mine for data.
Competency 2 - Ability to provide leadership and train others in the use of software applications.
Competency 3 - Ability to manage digital information, create logical electronic filing structures, manage user access, create various reports, and systematically back-up critical information for a department using a Microsoft operating system and productivity software.
Competency 4 - Ability to communicate orally and in writing.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
