Supervisory Prosthetic Representative

Duties include but are not limited to:
Serves as the principal advisor to physicians regarding selection of prosthetic, prescribing, and supply sources for prosthetics and interprets clinician prescriptions to ensure proper device selection. Responsible for ensuring that the legal requirements governing such matters as eligibility and entitlement are met. Authorizes the purchase, fabrication, and repair of prosthetic devices. Responsible for carrying out procurement/contracting & program goals by performing work requiring, specialized knowledge of the concepts, principles, and practice of prosthetics, orthotics, and sensory aids. Ensures the proper prosthetic devices are issued, the resources are maintained and controlled in ways that ensure proper and effective distribution and utilization by the medical staff. Assist and help to develop and prepares budget estimates for the procurement of prosthetic appliances and repairs; supplies and equipment needs; and personal services. Maintains a budget system which will ensure adequacy of funds to avoid interruptions in service to patients. Determines funding to be allocated to individual fund control points, within the service based upon analysis of workloads, veteran population and services being rendered. Provides technical and administrative supervision to a unit of eight (8) FTEE administrative procurement staff. Oversees the daily purchasing operation of the unit, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates. Identifies the physically impaired population, provides professional assessment of health care and related needs. provides technical expertise to medical staff regarding prescription, acquisition, use, care, and replacement of various types of prosthetic, orthopedic, and sensory aid devices. Provides supervision, guidance, and instructions to subordinates on technical and administrative matters. Interviews candidates for vacancies in unit and recommends appointments, promotions, reassignments to existing vacancies. Evaluates employees and identifies and provides for training needs in order to improve production and quality of work within the unit. Work Schedule:

Citizenship. Citizen of the United States. After a determination is made that it is not possible to recruit qualified citizens, necessary personnel may be appointed on a temporary basis under authority of 38 U.S.C. 7405 without regard to the citizenship requirements of 38 U.S.C. 7402 or any other law prohibiting the employment of or payment of compensation to a person who is not a citizen of the United States. Candidates must meet all other requirements for the grade level and position concerned. Experience and Education. Individual must meet at least one of the requirements below. (1) Experience. One year of creditable experience that demonstrates:
Knowledge of basic anatomy and medical terminology; knowledge of accounting methods; ability to research, analyze, comprehend, and apply decisions; basic knowledge of inventory management procedures; ability to use computer software packages for word processing, spreadsheet development, and database management; and ability to work independently and as a member of a team; or (2) Education. A bachelor's degree from an accredited educational institution AND at least 24 semester hours in course work related to health care, public administration, or business. The 24 semester hours could include but is not limited to any combination from the following fields:
occupational therapy, physical therapy, kinesiotherapy, social work, psychology, prosthetics, orthotics, respiratory therapy, assistive technology, business law, leadership, healthcare, public administration, or business management. This course work may have been completed within the degree or in addition to the degree; or (3) Experience/Education Combination. Equivalent combinations of experience and education are qualifying. Creditable Experience. To be creditable, the experience must have demonstrated the use of knowledge, skills, and abilities associated with Prosthetic Representative responsibilities. The experience is only creditable if documented in the application and verifiable through employment references and/or other means. Examples of qualifying experience include experience in a health care setting, and familiarity with home medical equipment, rehabilitation, home oxygen, visual or hearing impairment, assistive technology, orthotics, or prosthetics. Foreign Education. To be creditable, education completed outside the United States must have been submitted to a private organization that specializes in the interpretation of foreign educational credentials, and such education must have been deemed at least equivalent to experience gained in conventional United States programs English Language Proficiency. Candidates will not be appointed under authority of 38 U.S.C. chapters 73 or 74, to serve in a direct patient-care capacity in VHA who are not proficient in written and spoken English. See Chapter 2, section D, paragraph 5a, this part. Grade Determinations. In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates:
GS-12 Supervisory Prosthetic Representative Experience. At least one year of specialized experience equivalent to the GS-11 grade level and must display all of the following Knowledge, Skills, and Abilities:
1. Leadership and managerial skills, including skill in interpersonal relations and conflict resolution to deal with employees, team leaders, and managers. 2. Ability to perform the full range of supervisory duties, including responsibility for assignment of work to be performed; evaluation of performance; selection of staff; and recommendation of awards, advancements, and disciplinary actions. 3. Ability to manage a health care program that provides home medical equipment, rehabilitation services, home oxygen, visual or hearing impairment devices, assistive technology, orthotics, or prosthetics. 4. Skill in coordinating work flow and work assignments. 5. Ability to counsel patients and work effectively with a clinical team to resolve conflict. Physical Requirements. Pre-placement and periodic physical examinations are required for hybrid occupations to ensure workers are placed in positions where they can perform the essential functions of their job including their physical, mental and emotional capacities, without endangering their health or the health of their co-workers. The check will bounce and the victim is left responsible.
