Administrative Officer

Major duties and responsibilities include:
Oversees the daily operation of the Radiation Oncology operation, and ensures that agency policies and priorities are being followed; assist in the development of performance standards and evaluation of work performance of the unit. Supports management operations for the various services and programs under the auspices of the Chief of Staff. This may also include managing contracts and budgets in a cost-effective manner, preparing annual budget forecasts, and overseeing the preparation of submittals related to balanced scorecards, business plans, and management briefings. Assist the service chief with all departmental orders and purchases including installation in a timely manner; responsible for monthly equipment and service reports. Provides technical and administrative support to the Clinical Radiation Oncology Service Chief. with establishing performance standards of and evaluating the performance of technical clinical staff positions and finds ways to improve production or increase the quality of work within the area of authority. Performs staff support work to develop comprehensive short- and long-term detailed plans, goals, and objectives including those impacting strategic initiatives and performance metrics of the medical center. Applies a system of internal controls to ensure all Radiation Therapy quality management programs operate consistently. Manages the flow of information, suspense items, and reports. Conducts management studies in organizational entities with critical problems and conducts studies with Systematic Internal Reviews and Management Briefings. Works closely and intimately with members of the medical center's Cancer Care Committee, Tumor Board, Radiation Safety Committee, Quality Management, Patient Safety and other Service Chiefs, serving as the focal point for administration and coordination within the professional services locally and nationally. Develops white papers, business proposals, etc. including preliminary data and recommended courses of action for discussion with Executive Leadership with the approval of the Chief of Radiation Therapy. Maintains program requirements/validation criteria for the Radiation Therapy's patient safety program. Assists in the assignment of members to participate in cyclic or specific evaluations. Uses inter-personal skills in hearing and resolving minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher-level supervisor or manager. The incumbent gives advice, counsel, and instruction to employees on both work and administrative matters. Performs other related duties as assigned. Work Schedule:

Experience:
You must possess one (1) full year of specialized experience equivalent to the GS-7 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this Administrative Officer position. Specialized experience includes:
Coordinating and monitoring the functions of administrative services within an office; managing budget activities; assisting with contracting functions and managing procurement; assisting with human resources functions to include recruitment, position classification, performance, training, etc.; preparing letters, reports and presentations; retaining procurement records and reconciliations; making space utilization recommendations. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must possess equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. The work is primarily sedentary and is usually accomplished while the employee is comfortably seated at a desk or table. Some physical demands such as standing, walking, bending, and lifting (up to 40 pounds) is required. Physical exertions including stretching, reaching, and pulling or pushing carts occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets. Work is typically performed in an adequately lighted and climate controlled office.
